The council adopted a brownfield plan for Robertson Brothers Homes’ Villas at Pebble Creek, allowing eligible activities under Act 381 of 1996 including demolition, asbestos abatement and groundwater treatment with about $3.9M in eligible brownfield costs and a projected investment of roughly $46.8M.
The Farmington Hills City Council voted to adopt a brownfield plan proposed by Robertson Brothers Homes for the Villas at Pebble Creek at 27400 West 12 Mile Road (the former Sarah Fisher Center).
Kristia Brockway, the city’s director of economic development, summarized the proposal and told council the plan includes demolition of over 115,000 square feet of existing building space (preserving the existing chapel), construction of 76 detached single-story condos and four single-story homes, pedestrian and utility improvements, and conservation of green space. Brockway said the developer estimates an approximate project investment of $46.8 million and identified roughly $3.9 million of eligible brownfield costs under Act 381 of 1996.
Developer representatives were present to answer technical questions. Council members moved to adopt the brownfield plan and the motion carried by voice vote. The adoption allows the developer to proceed with brownfield-eligible activities such as environmental assessment, demolition and asbestos abatement consistent with state law and the city’s brownfield procedures. The city will proceed with the Act 381 process for oversight and implementation.
