The Westville Town Council voted unanimously to adopt Ordinance 20 25 3 — an amendment to Ordinance 20 13 6 that tightens how golf carts are registered and operated on town streets.
Councilmember Albert moved to approve the ordinance on first reading and, after discussion, the council voted 5-0 to suspend the rules and adopt it the same evening. The ordinance requires a current registration/inspection sticker to be affixed to the slow-moving-vehicle emblem on the back of each golf cart while operating in town streets. It also sets lighting standards: two operating headlights (one on each side of the front) and two operating taillights with brake lights (one on each side of the rear) that must be visible from 500 feet. The ordinance further bars operation from one-half hour after sunset to one-half hour before sunrise unless the cart meets the lighting requirement.
Officials said the placement change is intended to make it easier for officers on patrol to see whether a cart has a valid sticker without having to search around the vehicle. "Golf carts have exploded as far as usage goes," the public safety representative said, explaining the need for an efficient, uniform sticker location.
Except for the changes described, the ordinance leaves other provisions of Ordinance 20 13 6 in effect. The ordinance also includes standard severability language stating that if any portion of the ordinance is held invalid by a court, the remainder remains in effect.
The council gave the motion to adopt on a second and carried the final vote 5-0. The council directed staff to implement the new sticker-renewal form and enforcement guidance.
