Director Wendersky, the village’s project lead, told the committee the Jones Road agreement relies on STP funding that covers “75% of the construction, phase costs up to $543,750.” He said the agreements follow the standard IDOT form and that the village would provide the local match.
Trustee Noell pressed staff about language in Section 2 of the resolution that says the village will provide “as much as may be needed to match” IDOT funds, asking whether the board could require a specific cap or that staff return for approval if the local share exceeded a defined percentage. Director Wendersky said the wording is IDOT’s template and that staff would circle back to IDOT and bring a clarification or supplemental resolution before the village board considers final approval.
The committee approved the Jones Road funding item by voice vote with the understanding staff will clarify matching language for the board. The committee also approved an agreement with Hampton, Lenzini and Renwick Incorporated for construction engineering services on Jones Road in an amount not to exceed $94,967. Wendersky said firms were evaluated under RFQ/QBS procedures because federal funds are involved and that HLR submitted the top-ranked proposal.
For the Gannon Drive resurfacing and bicycle facility project, the committee approved a similar IDOT joint funding item and a separate engineering agreement with the same firm, with a not-to-exceed engineering fee of $121,965. One trustee voted no on the Gannon funding item and explained the reason: “I believe it should stay at 4 lanes,” citing observed truck traffic and concern about lane reductions.
Next steps: staff will seek clarifications from IDOT on the template language about local matching obligations and present any amended language to the village board before final authorization.
