Several routine but consequential items passed during Pontiac City Council’s Nov. 10 meeting. Highlights and vote results:

- CDBG consolidated plan substantial amendment: Council authorized a 30‑day comment period and submission of a substantial amendment to the FY2024–2028 consolidated plan to move $100,000 to down‑payment assistance, add HOME funds of $433,685.59, and update district maps; resolution adopted 6–0.

- Translation services: Council approved a contract with Bromberg & Associates LLC to translate charter‑mandated documents into Spanish and to publish council minutes in Spanish, with a $90,000 annual authorization; vote 6–0.

- Easement for Oakland County Water Resources Commission: Council approved an easement at 583 North Perry to allow a county water main replacement; vote 6–0.

- Marijuana Business Commission rules: Council adopted rules for the Marijuana Business Commission so it can hear appeals; vote 4 yeas, 1 abstention (Rutherford), allowing the commission to convene its first appeal hearing on Nov. 13 at 3 p.m.

- Parks and Recreation Master Plan: Council suspended rules and scheduled a public hearing for Dec. 16 to solicit public comment before adoption; vote 6–0.

Several other consent items and subcommittee minutes were adopted as listed in the meeting packet.

These items were largely procedural or administrative, but staff noted the translation services and CDBG amendment have immediate operational implications. The council also approved amendments to the rental property ordinance (animal protections) and scheduled first- and third-Tuesday meetings for the incoming January council.
