Library renovation: Council reviewed bid results from a bid opening held Oct. 30, 2025, at 3:01 p.m. and clarified contractor and architect names before voting. Council accepted the apparent low bid for the Homewood Public Library Phase 4 renovation and authorized the city manager to sign the contract; the motion passed 5-0 and was recorded as Resolution 25‑1‑93. During discussion council confirmed the architect listed as Davis Architecture prepared the contract documents while the general contractor was identified as Jared Building Company.

Appointments and liaison changes: Mayor Andrews announced several appointments to the planning commission and committee roster: Councilor Nick Sims will serve as council liaison to the planning commission; Jeff Underwood and Fire Marshal Jared Stamps were nominated to join the planning commission; Matt Lehi will be reappointed as chair of the Complete Streets Committee. The council moved and approved the reappointment of Walter Jones to the BJCTA board by a 5-0 vote.

Contracts and administrative authority: Council approved O2, authorizing the city manager to sign a contract with Riley Jackson, PC (recorded as Resolution 25‑1‑94) after a motion by Councilor Armstead and a second by Councilor Simmons.
