Sunbury City Council on Nov. 5 advanced financing steps for improvements at JR Smith Park, which staff estimated at about $3.5 million and said has roughly $1 million in committed funds. Staff and Parks & Recreation committee members described bid timing (bids to open in December) and an approach that uses base and alternate bids for play equipment to broaden bidder interest.

The council approved a master services agreement with Baker Tilly to serve as the city’s independent registered municipal adviser. Staff said Baker Tilly will support debt issuance planning, advise on bond sizing and structure, and provide related municipal-advisory services for JR Smith Park financing. The engagement was approved by roll call (6 yes).

Council also heard a first reading of an ordinance authorizing issuance and sale of bonds with a maximum principal amount of $3.5 million to pay for JR Smith Park improvements (parking, walkways, restrooms, playgrounds, multiuse athletic courts, landscaping, shelter, bike trails, and a splash pad). The item remains at first-reading stage; Baker Tilly will return with financing scenarios and recommendations for future council consideration.

Councilmembers asked about project scope and financing; staff said they will bring bid results and Baker Tilly’s recommendations back to council ahead of any final bond issuance.
