County staff presented a resolution authorizing Lancaster County administration to apply to the Virginia Department of Housing and Community Development (DHCD) to amend Lancaster Enterprise Zone 50B with several proposed additions to the zone.
The staff summary said the joint regional enterprise zone was originally adopted in 2000, renewed in 2024 and that Lancaster County locally administers Enterprise Zone 50B. The purpose of the amendment application is to add limited areas (Waverly Avenue, Irvington Road and Boycekamp Road) where property owners intend to make investments that could qualify for enterprise zone incentives.
Steven Carr, president of the Alexandria Police Youth Camp (APYC) and owner of property at 1083 Boys Camp Road, addressed the board during the public hearing and asked that his property be removed from the application. Carr said the APYC values its partnership with the YMCA but that the YMCA does not have authority to act on APYC's behalf for property or zoning matters.
"We value our partnership with, the YMCA," Carr said, adding that the APYC was not interested in changing zoning or being part of the proposed enterprise-zone addition at that time.
County staff said they would remove the APYC acreage from the application and asked the board to adopt a resolution authorizing the application with that acreage excluded. A supervisor moved the resolution with the removal noted; the motion was adopted by voice vote.
The resolution directs county administration to submit the amended enterprise-zone application to DHCD and to work with property owners to inform them of incentives and the application process.
