The Oak Grove City Council unanimously approved Resolution 2025-148 to grant a variance allowing construction of a detached accessory building in front of the house at 19303 and 19343 Rum River Boulevard NW for RCA Properties.
Staff said the property experienced a fire earlier in the year. At the fire department’s recommendation, the rebuilt structure will be a detached accessory building rather than a reattached garage. Staff also said the applicant continues to hold an interim use permit to operate a business at the site; any expansion or change to that use would require the applicant to return to the city for an amendment to the interim use permit, rezoning, or a planned-unit development application.
Staff noted the applicant had acquired an additional lot since the original interim use permit and that the project will require the city and the applicant to resolve whether that involves a lot-line adjustment, a PUD, or another land-use process. The Planning Commission cited substantial screening (a berm, trees and a retaining wall) when recommending the variance.
Council Member John West moved to approve the variance application; Council Member Mike Wiley seconded. In a roll-call vote, Mike Wiley, John West, Bridal Johnson, Mayor Weston Rolfe (remote) and Paul Tradewell voted yes and the motion carried 5-0. Staff said existing interim use permit conditions remain applicable and that permit or zoning changes must be addressed separately in the future.
