The North Miami City Council approved a conditional use permit for an 11-story, 18-unit residential building at 1998 Northeast 130th Street, voting 3-1 after an amendment that reduced the number of floating bonus units granted.
Planning staff said the two-parcel site totals about 0.34 acres in an R-6 zoning district, where the base density allows 25 dwelling units per acre and the CUP process permits additional density through floating or bonus units. The applicant requested bonus units that would have allowed higher density; at the dais a motion to approve the CUP was amended to grant five floating units rather than nine, and the motion passed 3-1 (Councilwoman Estimayor Irvin voted no).
City planning staff reported the proposal meets code standards for height, setbacks and lot coverage and exceeds code-required parking. The developer said units are luxury condominiums (five bedrooms, roughly 3,200 sq ft each); the project proposes 38 parking spaces where the code requires 28. The applicant also committed to 100% Florida-native landscaping, increased stormwater retention (minimum 10% improvement), and use of pervious paving in driveway/drop-off areas. During construction the developer estimated roughly 300 direct and indirect construction jobs over about two years and an estimated $20 million in construction wages; impact fees were noted in the agenda as roughly $400,000 (one-time).
Members of the Keystone Point Homeowners Association, Dorset House Condominium Association and others testified in support. Council discussion included a request for a construction-period parking plan; the applicant said a detailed construction management and parking plan is required by city code before permits are issued and pledged to provide an off-site parking arrangement for workers if needed. The project will return to staff for Development Review Committee (DRC) site-plan review and final site-plan approval before construction permits are issued.
The CUP approval includes standard conditions: submission of final civil and landscape plans, a minimum 10-foot sidewalk along the NE 135th/130th frontage per staff direction, native vegetation requirements, and review at DRC and final site-plan stages.
