Brevard County commissioners voted Oct. 28 to approve a public‑interest determination for wetland impacts tied to an expansion at the Lindy plant in Mims.
Staff said the project would impact about 1.07 acres of wetlands and that the developer proposed to purchase mitigation credits at the Farmington Mitigation Bank. Shelby Owenbrink, an environmental consultant with Kimberly‑Horn & Associates, said the majority of development would occur on an existing filled pad, with remaining wetlands left in place and a stormwater system designed to meet county floodplain requirements. She told the board the site was in site‑plan review and that the team was in discussions with county floodplain staff to avoid on‑ or off‑site floodplain impacts.
During public and commissioner questioning, Commissioner Goodson and others asked whether pond outflow and raised site elevations might shift flood risk to adjacent lands. The consultant and natural‑resources staff said the development must meet stormwater criteria and that the proposal preserves several acres of unimpacted wetlands on the parcel; future adjacent development would also be required to meet evolving county flood standards, which staff said will be strengthened in December under new criteria.
The board approved the public‑interest determination on a 5–0 roll call. Commissioners approved the item administratively and noted future site‑plan details, such as pond elevations and exact outflow points, would be resolved during permitting.
