Planning staff told the Delaware Muncie Metropolitan Board of Zoning Appeals that permit activity through September totaled 670 permits and $128,546.09 in collected fees, and that inspections and complaint investigations also continue to be processed.

The staff report listed permit counts through September by type: 227 building permits, 203 electrical permits, 74 HVAC permits, 69 plumbing permits, 56 certificates of occupancy and 41 demolition permits, for a combined total of 670 permits. Staff also reported inspection activity of 1,212 building‑related inspections across disciplines (building, electrical, plumbing, HVAC) and 151 complaints investigated.

On regional planning work, staff said the MPO recently updated the Human Services Transportation Coordination Plan required for federal transit funding and that the Kitselman Trail phase 3 project (sponsored by the MPO) was recently visited for a site update. Staff noted an article about field observations is available.

Staff reported the pond ordinance completed a first reading before the county commissioners; a second reading and potential adoption was scheduled for Nov. 3. Staff also said an RFP is out seeking proposals to modernize and revise the city and county comprehensive zoning ordinances (last adopted in 1973 with piecemeal amendments); staff estimated a 12–18 month process with multiple committees and public input.

The office also summarized land-use case counts through September (48 BZA cases, 27 plan commission, 12 plat committee, 1 village review committee; 88 cases total), reminded the board of upcoming meeting dates (Nov. 20 and Dec. 18) and flagged community events including the Cardinal Greenway Turkey Trot (Nov. 27) and an ECIRPD clothing drive for local veterans.

Staff invited board members to flag attendance conflicts for the November and December meeting dates. Certificates and the staff-provided summary will support applicants who received approvals earlier in the meeting.
