Chair Hoadley said the plan for the morning, after conferring with staff and stakeholders, was to adopt substitute language for several bills and then report them to the committee on rules. The committee first approved minutes from its Oct. 23 meeting by unanimous consent.
On House Bill 4913 (Representative Bonack), members voted to adopt substitute H-1, which adds an 18-month effective date; the substitute passed on roll call, 6 yays, 4 nays. The committee then voted to report HB4913 to the committee on rules with the H-1 substitute (motion carried 6 yays, 4 nays, 1 pass).
House Bill 4914 was reported to the committee on rules on a roll-call vote that, as recorded, yielded 6 yays, 3 nays and 1 pass.
Representative Tate offered an H-1 substitute to House Bill 4915. The H-1 substitute to HB4915 failed on the roll call, 4 ayes, 1 nay, 5 pass. The committee subsequently voted to report HB4915 with recommendation to the committee on rules (motion carried 6 ayes, 4 nays).
For House Bill 4927 (Representative Fairburn), the committee adopted substitute H-1 (the version on the floor adds an 18-month effective date and requires that apprenticeship programs in barbershops not owned by a licensed barber be supervised by a licensee). The H-1 substitute for HB4927 was adopted unanimously as recorded, and the bill was reported to the committee on rules with recommendation as substitute H-1.
Representative DeBoer offered an H-1 substitute to House Bill 4933 adding a 90-day effective date; the committee adopted the substitute (roll call as recorded: 8 yays, 1 nay, 1 pass) and reported HB4933 to committee on rules with recommendation as H-1.
The clerk read into the record that numerous public-comment cards were submitted in opposition to several bills (including HB4913, HB4914, HB4915 and HB4933). The clerk noted there was not time to read all cards aloud; no public witnesses were heard on the floor during the meeting for those items.
There were several procedural clarifications on the floor about which bill was under consideration at particular moments; the chair corrected a misspeaking about bill numbers during the meeting. With no further business, members moved to excuse absent members and the committee adjourned.
