Tampa City Council on Oct. 30 approved on first reading an ordinance replacing the comprehensive plan's capital improvement schedule projects for fiscal year 2026 through fiscal year 2030.
Erica Larson, planning commission staff, told the council the item is a routine annual update required by Chapter 163 of the Florida Statutes and that the update incorporates BMAP (basin management action plan) projects coordinated with the city's environmental department. Larson said the schedule aligns with recently adopted capital improvement projects and reflected the city's level-of-service priorities.
The presentation said the largest programmatic groups in the schedule are wastewater and water projects and that the total funding amount for FY2026 through FY2030 is approximately $1,370,000,000 across 93 projects. Larson noted the update is accomplished by ordinance and that the planning commission found the schedule consistent with the Tampa comprehensive plan.
Council had no public comment on the item. Councilman Carlson moved and Councilman Maniscalco seconded the motion to approve the ordinance on first reading; the vote was unanimous. Second reading and adoption are scheduled for Nov. 20, 2025, at 10 a.m. at Old City Hall, 315 East Kennedy Boulevard, Third Floor.
