Tampa City Council on Oct. 30 approved on first reading a special-use permit (AB22520) allowing limited on-premises beer and wine sales at Kiki's Ice Cream (340 E. Davis Blvd) in the Davis Island village, subject to a revision sheet and binding site-plan commitments.
Applicant representatives described the proposal as an adaptive-reuse ice cream shop with a small indoor seating area and a modest enclosed outdoor "backyard" where parents and children could gather. The applicant sought several waivers, including reductions in distance separation from residential uses and other alcohol establishments and a parking reduction based on adaptive-reuse administrative exception. DRC staff found the request inconsistent because of the requested waivers.
During public comment, several neighbors opposed the waivers and raised concerns about the requested reduction of required separation from residential properties (one speaker said the requested separation would reduce to 39 feet from the usual 1,000 feet) and the potential for late-night disturbance; supporters said the proposal is family-oriented, would provide a small-community amenity and that the existing parking configuration in the village is unsafe. The applicant offered binding site-plan commitments including: limiting alcohol (beer and wine only) and hours of outdoor/indoor service (site plan note to restrict sales to 9 p.m. weekdays and 10 p.m. extended days), no outdoor amplified sound, no outdoor tables and chairs on the front turf area, and a site-plan note limiting future liquor licenses (site plan restricts to beer/wine or SRX/restaurant code). Council reopened the hearing to capture a revision sheet and approved first reading with one recorded no vote by Councilman Carlson; staff will update the site plan between first and second reading.
