The York City Historical Architectural Review Board on Oct. 30 approved exterior restoration and fenestration plans for 462–464 West Market as presented by the applicant and development team.
Project details presented to the board call for restoration of the front (Market Street) façade and reconstruction of the Mason Avenue façade where brick is compromised. Storefronts and stainless transoms on the Market Street elevation are to be restored or replaced within existing stonework. An accessible ramp will be added at the primary entrance. Upper‑story window sash on the primary façade will be replaced; the basis of design discussed in the staff presentation was the Andersen A‑Series (used in tax‑credit projects), with new units to match the historic proportions and profiles used elsewhere in the plan.
The rear/garage areas will be adapted to accommodate parking and building ventilation requirements. The applicant said eight parking spaces will be provided within the footprint; garage openings along the east side will have lowered sills and fitted grills to meet code ventilation calculations for the enclosed parking area. Where masonry is too deteriorated, the plan calls for concrete masonry reconstruction that conforms to the historic pattern and openings shown in the submitted drawings.
The applicant described the project as a conversion to 15 affordable apartments targeted at seniors (55+), with first‑floor community/support spaces (a warming kitchen, computer station, consultation room) and building services for residents. The developer named in the submission is RB Development (Philadelphia); local partners and supporters included the RDA and YCEA. The applicant said the project has received city ARPA funding (stated in the hearing as approximately $1,600,000) and is out to bid; that ARPA allocation is time‑limited in the applicant’s presentation.
Board members limited their approval to exterior appearance and fenestration as presented; they acknowledged zoning and code variances had been handled or would be addressed through the planning and permitting process. The motion to approve the exterior plans carried on a voice vote. The board and staff emphasized that final permit drawings and any required engineering will be handled through the city’s planning and permitting channels before construction proceeds.
No roll‑call tallies of individual votes appear in the transcript; the board recorded approval with voice ‘ayes.’
