St. Charles Parish Council opened the public hearing on the proposed consolidated operating and capital budget for fiscal year 2026, file number 2025-0161, and heard presentations from parish agencies and outside entities before taking a series of budget actions.
The council voted unanimously to approve several transfers and technical corrections after staff identified a typographical error in a USDA housing grant line. Finance Director Grant Dusum said the correct USDA grant amount is $51,220 and asked the council to reduce a general-fund revenue line and an associated transfer to the recreation fund by $460,980 to correct the error. The council approved the correction on a motion by Councilwoman De Bruyere, seconded by Councilman Comerdale; the motion passed unanimously.
Separately, the council approved transfers to local parks and recreation accounts. Councilwoman Skiba moved, and Councilman O'Daniels seconded, a motion to transfer $34,515 from her council general-fund accounts to Fund 113 (Recreation) for improvements at Grama Park; that motion passed unanimously. Councilman O'Daniels moved to transfer $50,000 from the general fund to Fund 113 for IMTT playground equipment; the motion passed unanimously.
The council also approved multiple housekeeping amendments to the budget document, including renaming Cross Bayou to Cross Bayou Pump Station and updating department titles to "Homeland Security and Emergency Preparedness." Finance staff read front-foot assessment line-item details into the record; the transcript contains inconsistent numeric readbacks for the front-foot totals. The council adopted the housekeeping changes unanimously.
The chair announced the ordinance will be published for a public hearing at 6 p.m. Monday, Nov. 3, 2025, in the council chambers at the courthouse in Hahnville.
