Victoria Bryant, speaking for the Arc of Saint Charles, told the council the organization's Building A and Building B need to be demolished rather than renovated because they cannot be brought up to code. "There's mold. There's electrical issues, plumbing issues in those 2 buildings, so they must come down," Bryant said.
Bryant said the Arc has included the first bond payment (about $450,000) in the budget projection for 2026 but that the full project cost is not yet reflected in the operating budget because bond revenues and approvals are pending. She said the Arc is awaiting bond approval to finance the project and that the property's condition predates her tenure; she has led the organization since 1994.
Council members asked about vehicle purchases; Bryant said vehicle procurement is on hold pending financing and that specially outfitted vehicles (with wheelchair seating and other modifications) run approximately $90,000 to $100,000 each. She said two replacement vehicles were obtained last year and additional purchases are pending.
Bryant also said the Arc currently uses $1.4 million in millage monies in its projection and that only the first bond payment appears in the parish budget projection; the total project costs were not specified.
