Saint Charles Parish Council opened a public hearing on an ordinance to adopt the parish’s FY2026 consolidated operating and capital budget (file 2025‑0161) and heard budget presentations from multiple parish agencies and boards before taking a series of unanimous budget votes.

Councilman O'Daniels separately moved to transfer $50,000 from the general fund to recreation fund 113 (account 113450114630) for IMTT playground equipment; the council voted unanimously to approve that transfer.

Finance Director Grant Dusum reported a typographical error in the housing preservation revenue section: a USDA housing grant figure was listed as $5,122,000 but should be $51,220. To correct the error, the council approved a motion to reduce the USDA housing grant amount in the general fund by $460,980 and to reduce the corresponding transfer from the general fund to Recreation (for the Eastbank Bridge Park Gymnasium) by the same amount. Councilwoman De Bruyere moved the correction; Councilwoman Comerdale seconded. The motion passed unanimously.

The council also approved housekeeping amendments to the budget document, including renaming Cross Bayou to Cross Bayou Pump Station and updating department titles to "Homeland Security and Emergency Preparedness." The council voted to add detailed front‑foot assessment totals to the budget appendix as requested by staff; that motion passed unanimously.

Chair opened the official public hearing on file 2025‑0161 and invited public comment; no members of the public spoke and the hearing was closed. The chair announced the ordinance will be the subject of a public hearing on Monday, Nov. 3, 2025, at 6 p.m. in the council chambers in Hahnville. The meeting adjourned following a unanimous motion.
