Jedidiah Jackson, executive director of the Saint Charles Parish Housing Authority, updated the council on the agency’s HUD conversion process. Jackson said the authority submitted a HUD pre‑application and materials for what HUD calls the "concept call" — an initial meeting between HUD and the project team to discuss financing — and that HUD returned corrections to the submission.
Jackson said the authority will redo resident meetings on Nov. 5 (scheduled sessions at 1 p.m. and 4 p.m.) and resubmit corrected materials after those meetings. He warned the pace could slow because some HUD field office staff were furloughed during a federal shutdown; nevertheless, Jackson said the authority projects it will receive Housing Assistance Payments (HAP) at least through December and that the authority has reserves and financing options to cover shortfalls if needed.
Jackson said the housing authority’s FY2025–2026 operating fund and Housing Choice Voucher (HCV) budgets were reviewed and approved by the authority’s board on Sept. 23, 2025, and submitted to HUD.
