City emergency‑management staff briefed the committee on AlertOC, Orange County’s mass‑notification system, and encouraged residents to opt in for phone, email and work‑phone notifications.
Rachel (city staff) showed a recent September test with roughly 1,800 confirmed responses for San Clemente and a large "gray" set of unconfirmed deliveries that staff attributed to spam filters, changed numbers or recipients who did not click confirmation links.
"Residents are encouraged to opt in to this because it will help with your cell phones, emails, and even work phones," Rachel said, noting that landline numbers are included automatically but cell phones and emails require opt‑in registration.
Staff proposed increased outreach via city social media, pamphlets distributed at community events, coordinated HOA notification and utility‑bill inserts to boost enrollment. Committee members suggested targeted outreach to HOAs, schools and CERT volunteers and asked staff to identify specific channels for a coordinated public campaign.
No formal action was required, but staff asked for committee support to amplify signup efforts.
