Consultants presented two comprehensive Lang Park redevelopment concepts that combine an expanded community center, courts, an aquatic facility option and structured or subterranean parking. The two concepts were estimated at about $65 million to $73 million in today's dollars depending on scope.
Dustin Alamo (Griffin Structures) explained options that either retain a sports field with subterranean parking beneath the new community center or remove the field and extend subterranean parking along Coast Highway. He cautioned that initial parking counts "may be under parked relative to the amount of demand" and recommended a time-and-use study to align program and parking capacity.
Public comment emphasized the park's local role: residents described Lang Park as the community's primary outdoor play field and voiced strong concern about replacing open lawn and mature trees with intensive construction. Multiple commenters warned that additional parking, if not limited, would be used by beachgoers and spill into residential streets; several suggested resident-only permits or other restrictions if new parking is created.
Council reactions were mixed but generally cautious. Several councilmembers said Lang Park needs a refresh but that the city lacks immediate funds for the large-scale options shown. The council supported exploring lower-cost alternatives: preserving the existing field and gym where feasible, studying a more modest gym expansion and limited tuck-under parking, and ensuring any major investment goes through the CIP prioritization process and additional public outreach.
What happens next: staff were asked to return with lower-cost Lang Park scenarios and to include public engagement as part of future CIP planning rather than pursue the high-cost concepts immediately. Council emphasized parking controls and neighborhood protections if additional parking capacity is ever provided.
