Lititz Borough Council on Oct. 28 voted to advertise proposed amendments to the traffic code to add targeted no‑parking restrictions and to advertise a rewritten special‑events ordinance that would be renamed "Parades and Special Events." Council also approved two seasonal event permits for downtown.
Parking restrictions: Streets & Traffic led the recommendation to formally add sections that would prohibit parking on the south side of West Sixth Street from South Broad Street to Spruce Street, prohibit parking on the north side of West Sixth Street 200 feet west of South Broad, and impose one‑side parking restrictions on the 700 block of Raspberry Lane (the lane behind Turkey Hill and Dunkin' Donuts). Staff explained the proposals are intended to align the code with existing curb striping and posted signs, improve turning sightlines after a recent line‑striping and signal detection project, and preserve plow and emergency access in the narrow lane behind commercial properties. Council voted to advertise the amendments for public comment and directed staff to notify affected property owners as part of the process.
Special events ordinance: Council voted to advertise an ordinance that replaces Chapter 82 with procedures for parades and special events, clarifies application triage, requires insurance and allows the borough to recoup staffing and equipment costs. The draft ordinance would direct modest application fees into a capital reserve to replace or expand hardening equipment (barriers, water‑filled devices, etc.) used to protect downtown street closures. Staff said the rewrite will remove the need for council action on purely private events that require no borough services and improve coordination with the police, fire and public works departments.
Event approvals: Council approved the Lititz Fire & Ice Festival (Feb. 13–22, 2026, with a road closure event on Feb. 12) and an activity permit for "Christmas in the Park" on Dec. 5 (expected attendance listed in the application). The Fire & Ice event will run across downtown and the Christmas activity is planned for Little Springs Park.
Provenance: Parking discussion began near 61:30; special events ordinance discussion and vote near 79:52–81:10; the Fire & Ice and Christmas permits were approved later in the meeting.
Speakers (selected):
- Teneya, Streets & Traffic (presenting parking and special events proposals)
- Chief (public safety), staff and merchants representatives participated in stakeholder outreach
Why this matters: The parking amendments and special events rewrite affect downtown access, snow removal, emergency response and how the borough schedules and funds event safety; the new capital funding mechanism seeks to cover the cost of physical barriers and hardening used for large public events.
Ending: Council authorized advertisement for both the traffic code amendments and the special events ordinance and approved two seasonal events; staff will notify affected property owners and bring final ordinances back for council consideration following the public notice period.
