The Building and Standards Commission on Oct. 29 modified a September 2023 repair order for a fire‑damaged home at 12200 Conrad Road to a demolition order after the owner failed to obtain permits or complete repairs. Staff told the commission the structure has lost more of its roof and interior over more than two years and is unsafe, and the commission affirmed accrued penalties totaling $25,392.86.
Investigator Farrah Presley presented photographs showing a largely roofless structure with extensive fire damage and interior mold and water intrusion. Presley told commissioners the property has been vacant since the original BSC order and that the order had not been appealed; staff recommended superseding the earlier repair order with a demolition order and to authorize the code official to proceed with demolition if the owner did not comply within 45 days.
Neighbor Steven Schrader testified that the vacant, fire‑damaged property has been an eyesore for years and supported staff’s demolition recommendation. Commissioner Ybarra moved to adopt staff findings and recommended demolition; the motion passed unanimously (9–0). The commission affirmed the existing civil penalty amount; the order directs the owner to obtain permits and demolish the primary and any accessory structure within 45 days, with staff authorized to proceed and file a lien for expenses if the city must demolish the structure.
The commission admitted updated complaint history, photographs and the recommended order into the record. The order will be mailed to the property owner; parties have 30 days to appeal.
