Ashley Callahan, manager for the James Island Public Service District, briefed the council on the district's capital and operational activities.
Callahan said the Harborview force-main project, a joint effort with Charleston Water System to replace one of two sewer force mains along Harborview Road and under James Island Creek to Plum Island, experienced material delays and its completion moved from July to January. The last boring for the project is underway and traffic control is expected through Nov. 21. Clark's Point public sewer — a multi-agency effort involving the town, county and Charleston Water System — is installing infrastructure now; crews have placed approximately 60% of the sewer lines and staff anticipate phase 1 completion on April 30, after which residents will begin being tied into the system. Callahan also said the PSD continues cured-in-place pipe lining work and manhole rehabilitation to reduce infiltration and sanitary sewer overflows.
On capital replacements, Callahan noted Station 4 (a metal building constructed in 1981) is under consideration for replacement due to age and lifespan concerns. She also reported the fire department received a $22,000 Firehouse Subs grant to help with equipment and gear. Station 2 construction is scheduled to finish in February 2026 and staff offered facility tours upon request.
