Tyler Vanicott, project director with Mortenson, told the Stadium Authority Community Benefits Oversight Committee on Oct. 30 that contractor-reported participation metrics for the stadium construction are currently trending above the Community Benefits Agreement targets.
Vanicott said the project is “trending at the 16% targeted objective above the 15% requirement,” which he characterized as roughly $128,000,000 attributed to small-local-business (SLB) firms. He also said the workforce participation figure is “currently trending at the 73% mark, of the requirement of 51%,” and that the workforce number includes women, minorities, veterans and disabled workers and is based on certified payroll actuals to date.
The presentation included recent and planned outreach efforts. Vanicott listed a September project kickoff, pre-proposal meetings before major solicitation packages, and attendance at outreach events including a Sept. 24 Nevada Business Advisors event and an Oct. 15 diverse contractors fair hosted by the NCA Diverse Contractors Council. He said the project has registered 668 firms on its vendor portal, with 148 firms identifying as SLB and 171 identifying as diverse.
Committee members asked how the contractor tracks engagement at community centers and volunteer activities. Vanicott cited partnerships with local groups and volunteer work by the joint-venture team, and said the JV recently donated more than 500 pounds of food to the community organization 3 Squared. Vanicott also noted that website questions from potential vendors demonstrate active engagement.
The committee did not take formal compliance action at this meeting. Don Burnett, the committee’s staff reviewer, told members he is building a review program that will use monthly SLB and workforce reports, contract documents and payroll records to validate contractor-reported figures as the project progresses.
The committee approved the meeting agenda and minutes by motion at the start of the session. Seige Miller moved to approve; a committee member identified as Senat seconded the motion, which passed by voice vote.
