The Oshkosh Common Council adopted the city’s 2026–2035 capital improvement program Oct. 28 after amending the budget to reduce early‑year funding for a proposed joint public safety training center.
During a lengthy discussion, council members questioned the $14 million placeholder and asked for a tighter phasing of the project. On a motion to amend, council reduced the 2026 allocation to $2 million and set 2027 and 2028 at $4 million each, for a total of $10 million in the plan. The amended CIP passed 5‑0.
Staff said the $14 million figure was an early estimate; architects and a formal study would refine cost and scope. Council members said they support developing a training center but want more detailed design work and a clearer financing plan before committing larger sums, and they noted the city typically delays debt issuance until later phases of multi‑year projects.
The 2026–2035 CIP adopted after the amendment totals roughly $97 million in capital projects for 2026, with the public safety training center included as a multi‑year placeholder. Council directed staff to pursue architecture and feasibility work and to return with more detailed cost estimates and funding options before advancing construction financing.
