Paulding County planning commissioners recommended approval of a rezoning request to R‑1 for 13.6 acres that the applicant said will be subdivided into nine single‑family lots.
Mark Tagleber, one of the three owners of Keystone Communities and the project representative, told the commission the project would include six roughly 1‑acre lots along the road frontage and three larger (about 2.5‑acre) lots in the rear. Tagleber described the planned homes as primarily one‑story ranches of roughly 2,000 square feet, three to four bedrooms, and higher‑end interior and exterior finishes; he estimated the average sale price would be about $450,000.
The project owner, Melisse Stalls, was present and the applicant emphasized respect for existing topography and limited clearing, saying the developer will minimize tree removal and work with natural grades. Tagleber confirmed the developer will work with the Georgia Department of Transportation and staff during plan review to locate driveways and meet safety requirements.
County staff provided a school‑impact estimate for the nine homes: an anticipated student yield of about six students total, split roughly into three elementary, one middle and two high‑school students. Staff identified the feeder schools as Dugan Elementary (about 74% capacity), Austin Middle (about 89% capacity) and South Paulding High (about 102% capacity). Staff noted operational capacity (staffing, buses and custodial resources) can differ from classroom seat counts and that even a small additional yield has some impact.
A member of the public asked whether the development would use individual driveways; Tagleber confirmed each lot would have its own driveway, subject to final plan review and DOT driveway permitting. The commission's recommendation included a standard stipulation that driveway locations and access be finalized through plan review.
After discussion, the commission voted to recommend approval with the single plan‑review access stipulation. The chair announced the vote as "3 0 1 and 1." The recommendation advances the item to the Board of Commissioners; final engineering, driveway permits and any utility or septic approvals will be handled in subsequent reviews and permitting.
