The Common Council on Oct. 28 approved Legistar 90,017, a certified survey map (CSM) that combines two parcels at 4506–4514 Verona Road in District 10 into a single parcel.
Staff told the council the CSM before the council is limited to changing property boundaries and that it met the standards for approval. Planning review and a conditional-use request for a mixed-use building at the same location had been previously reviewed and approved by the Plan Commission; under city procedures that conditional-use review was not forwarded to the council. Paul Soglin, a registrant from District 5, urged the council to consider neighborhood context when reviewing development proposals, describing the site as surrounded by large parking lots and high-traffic state highways and warning of potential negative effects on nearby residential areas.
Council members asked staff to clarify that the item before them was the CSM and not the conditional-use approval; staff confirmed that the CSM is a technical land-division decision and that the Plan Commission had already acted on the conditional-use request. The council recorded a unanimous vote in favor of the CSM.
