The Bay County Board of County Commissioners adopted proposed amendments to the county s comprehensive plan following staff review and prior planning commission recommendation. The amendments incorporate updates identified in the Evaluation and Appraisal Report (EAR) and state review comments.
Wayne Porter told the board the planning commission held a public hearing and found the recommended plan amendments consistent with the comprehensive plan and land development regulations. Staff coordinated with public works, general services, traffic engineering, utilities, and housing to revise objectives and policies, update the local and regional transportation inventory, revise the water-supply plan projections, and expand affordable-housing policy language. Porter said the state recommended adding language on flood threats and sea-level rise and on provisions for public wastewater collection in existing neighborhoods.
Several commissioners raised detailed questions about tables and population projections and asked staff (including Utilities Director Bobby Gibbs and Community Development Director Ian Krelling) to reconcile projection tables with the Northwest Florida Water Management District water-supply plan and to fix dates and typographical references before final transmittal. Staff said they would update tables, confirm customer counts and city listings, and reprint the document after state concurrence. The board adopted the ordinance transmitting the plan amendments and asked staff to expedite signatures and seals so the county can meet the state's filing timelines.
