The Birmingham City Council voted Oct. 28 to amend Resolution No. 1727‑25 to update funding numbers for a Congestion Mitigation and Air Quality Improvement (CMAQ) grant administered by the Alabama Department of Transportation for the Greenway and Richard Avenue Boulevard project in South Birmingham.
The amendment replaces the previously listed CMAQ award of $3,200,000 with a revised award amount of $3,216,484.82 and revises the city’s contribution from $800,000 to $804,121.20. The corrected total project funding listed in the resolution is $4,020,606.02. The resolution also authorizes the mayor to execute documents necessary to complete the grant application and accept awarded funds.
City staff described the project as a roughly two‑mile “road diet” and other roadway upgrades extending from 15th Avenue to Valley. Council questions focused on an overview of the funding source, and staff said the local match would be paid from the city’s fuel tax account received from the state.
Motion and vote: Council moved, seconded and approved the amendment by voice vote; no recorded opposition was noted on the transcript. The item passed and staff were authorized to execute grant documents and take actions required by the award.
The administration said the project is intended to advance congestion mitigation and air quality objectives in coordination with ALDOT under the CMAQ program.
