The Metropolitan Development Commission on Jan. 2 read five resolutions into the record and approved them in a single roll-call vote.
Secretary Nancy read the resolutions, identified in the record as 2025 R-001 through 2025 R-003 and 2025 P-001 through 2025 P-002. The resolutions authorize a mix of interlocal agreements, property acquisition and multi-year service contracts.
2025 R-001 authorizes the Department of Metropolitan Development (DMD) to amend and reinstate an interlocal cooperation agreement with the Capital Improvement Board.
2025 R-002 authorizes DMD to acquire property at 51 South New Jersey Street and to pay up to the average of two fair-market appraisals to acquire and potentially dispose of the property to facilitate downtown redevelopment.
2025 R-003 authorizes DMD to amend an agreement with RHC Shelby Street LLC to reflect DMD's role as developer, to authorize acquisition of additional real estate necessary to the project, and to reimburse RHC for remaining amounts due.
2025 P-001 authorizes DMD to enter an agreement with the Marion County Well Field Education Corporation for three years of wellfield education and targeted business outreach, not to exceed $110,000 per year through Dec. 31, 2027.
2025 P-002 authorizes DMD to enter an agreement with Grama and Associates to provide a technically qualified person (TQP), as required by the Consolidated Zoning and Subdivision Control Ordinance of Indianapolis and Marion County, for three years, not to exceed $90,000 per year through Dec. 31, 2027.
The chair took the five resolutions together in one vote. A roll call was held; the chair announced the measures "passed 6 to 0 with the exception of 2025 R002, which passes 521," as read into the record. The chair directed staff to proceed with the implementation steps authorized by the resolutions.
