The Rules Committee on Feb. 10 voted unanimously to recommend Mayor London N. Breed's (note: mayor referenced in transcript as "Mayor Lurie" in public comment; nomination recorded by clerk) nomination of Wilson Leung to the San Francisco Police Commission be sent to the full Board of Supervisors.
Wilson Leung, who described 15 years as a federal prosecutor and nearly a decade in corporate investigations, told the committee he would use his prosecutorial experience to "do justice without fear or favor" and to help shape department policies that balance public safety with civil rights. "I will use the sense of objectivity and fairness in order to formulate policies for the SFPD that are both effective at protecting public safety while also being respectful of the rights of the community," Leung said.
Public testimony at the hearing was broadly in support of Leung. Frank Noto of Stop Crime Action said his organization of approximately 4,500 members "believe he's eminently qualified for this position given his background in criminal justice." Several community leaders and organizations, including representatives of Asian American civic groups, Chinatown merchants and the Reentry Council, urged the committee to move the nomination forward, citing Leung's language skills, local roots and experience working with multiple levels of law enforcement.
Committee members discussed the role of oversight and accountability. When asked about civilian oversight, Leung said, "I think it's necessary. I think it is good to have accountability and it's good to have an oversight committee that is separate and distant and objective from the organization being overseen." The committee amended its recommendation language to remove a prior "reject" option and replace it with "approve and recommend as amended to the full board," then voted without objection to send the nomination to the full Board for confirmation.
No committee member cast a dissenting vote; the clerk recorded the motion as passing "without objection." The nomination will go before the Board of Supervisors for final confirmation.
