City Administrator Stuart McCray used the study session to preview items coming to council, including further study of M‑1/M‑2 zoning, a pending third and final vote on International Code Council code adoption, a fire master plan presentation and a matter concerning the historic downtown trolley.
McCray said staff delayed additional M‑1/M‑2 discussion for two weeks and reminded council that a final vote on ICC code adoption is scheduled at the next meeting. He also said the fire master plan presentation would occur at a Wednesday meeting.
On the downtown trolley, McCray said staff obtained an outside estimate for restoration work that did not include replacement wheels and did not include a protective cover. "Total was just north of, 238,000, I think," McCray said of the estimate, and staff later told council that a fuller rebuild including stand and cover could be in the vicinity of $450,000 (approximate). McCray said the city is exploring possible grant options and asked council to consider timing because the trolley’s condition is deteriorating.
McCray also noted the Wastewater Treatment Plant SRF loan increase will be brought forward in February and that the WAM conference schedule was included in councillors’ packets. He asked councilors to advise staff if they wanted trolley preservation pursued sooner rather than later.
