The Maui County Council moved quickly on administrative items at its Jan. 2 organizational meeting, confirming leadership of the Office of Council Services and advancing a technical pay-plan ordinance.

Resolutions 25-6, 25-7 and 25-8 were adopted to appoint David M. Rotz Jr. as director of council services and Michelle K. Kawasaki as deputy director, and to appoint the office staff. Council members praised the office after the vote; several speakers thanked staff for organizing the inauguration and the organizational meeting schedule.

On the pay plan for council staff, the council took up Bill 1 (2025), an ordinance amending Maui County Code section 2.08.060 to revise the pay plan in the Office of Council Services. The body passed the bill on first reading; the ordinance was advanced with no recorded opposition on first reading and will return for subsequent readings as required by county ordinance procedure.

Clerks and council staff will post the adopted resolutions and the updated pay-plan ordinance text online and update payroll processing as needed once the ordinance is finalized. The council’s adoption of leadership for the Office of Council Services settled outstanding administrative appointments at the beginning of the new term.
