The City of Grand Prairie Planning and Zoning Commission on Jan. 27 approved a site plan for Metro Custom Plastics, a fabrication and assembly facility on a little more than 10 acres in Planned Development (PD) 458.
Staff told commissioners the proposed building is about 99,000 square feet, meets density, dimensional and parking requirements and provides the required landscape screening. Savannah, planning staff, said the applicant has provided more tree caliper inches than will be removed, so no tree-mitigation fee is required. Staff recommended approval with conditions including a dumpster enclosure consistent with the Unified Development Code and a limit that the warehouse/distribution portion not exceed 50% of the building’s operational square footage.
Ben Hamgartner, the design-build general contractor for the project, spoke in support and described a screened above-ground gas riser and easements for that utility. He told commissioners the business operates 24 hours a day but said deliveries are limited to a single daytime shift: “They do have deliveries only on Shift A, which is from 7 to 3,” Hamgartner said. He added that most equipment activity would occur inside the building and that noise, lighting and traffic concerns were addressed during zoning.
Commissioner John Federco moved to close discussion and approve the site plan with staff’s revised recommendations; Commissioner Michelle Madden seconded. The motion passed, recorded in the meeting as approved by the commission.
The applicant, Nick Hobbs, elected not to speak but recorded support. Nearby homeowners were contacted during the prior zoning case, staff said. The approved conditions require compliance with the Unified Development Code items noted in the staff report and the operational limit on warehouse space.
The commission moved to the next item after the vote.
