Jason Bloodgood, an employee in Skagit County Public Works’ Equipment Division, opened and recorded bids for maintenance materials and read vendor names, addresses and the product categories each had bid on.
The bid opening covered liquid asphalt, gravel and specialty gravel products, rock, mixed asphalt and concrete products. “We are here today to open and record bids for the maintenance materials,” Bloodgood said. He said the county will post the recorded results on Skagit County’s website and that staff plan to bring a bid-award resolution of multiple vendors to the Board of County Commissioners on Feb. 7.
Why it matters: The vendors selected will supply materials used in county road and maintenance work; the award and subsequent contracts determine which firms the county can purchase from beginning with the new contract period.
During the public bid opening, the Equipment Division read aloud each submitting firm, its address and which product categories were included. The firms and the materials listed in the opening were:
- McAsphalt Industries, 1977 101 Avenue, Langley, B.C. — bid on liquid asphalt products; no price sheet included.
- Beaver Lake Corey, 14322 Beaver Lake Road, Mount Vernon, Washington 98273 — bid on gravel and specialty gravel products; included an additional price sheet.
- Albina Asphalt, 801 Main Street, Vancouver, Washington 98660 — bid on liquid asphalt products; included a separate price sheet.
- Lakeside Industries, 11497 Havocost Road, Anacortes, Washington 98221 — bid on gravel, specialty gravel and asphalt products; included a separate price sheet.
- Smoky Point Concrete and Skagit Ready Mix, 23315 Dyke Road, Arlington, Washington 98223 — included gravel, specialty gravel and concrete; a separate price sheet was included.
- Miles Sand and Bridal, Mount Vernon, Washington 98273 — bid on bridal, specialty gravels and concrete products; included a separate price sheet.
- Granite Construction, 1525 East Marine View Drive, Everett, Washington 98201 — bid on gravel products and asphalt products; no separate price list was included.
- Skagit Aggregates, Clear Lake, Washington 98273 — bid on gravel and specialty gravel products; included a separate price sheet.
- Martin Marietta, 20411 East Hickox Road, Mount Vernon, Washington 98274 — bid on gravel and specialty gravel products; included a price sheet.
Jamie Perris, also with the Equipment Division, said staff will record the bid results on a spreadsheet within the next week and publish those results on the county website. “In the next week, Jamie will record all these bid results on a spreadsheet. These results will be available on Skagit County's website,” Bloodgood said.
No formal awards were made at the opening. Bloodgood said the county’s goal is to present a bid-award resolution covering multiple vendors to the Board of County Commissioners on Feb. 7; after awards, staff will negotiate individual purchasing contracts with the selected vendors with the intent that contracts be ready for use April 1.
The opening was procedural: staff read submissions and confirmed whether bidders included price sheets; there was no discussion of individual prices or vendor selection criteria during the recorded opening.
Next steps: staff will publish the recorded spreadsheet of bids, present an award resolution to the Board of County Commissioners on Feb. 7 and work with chosen vendors to finalize contracts for an anticipated April 1 start date.
