The San Antonio City Council approved the balance of its consent agenda during the February 2025 meeting after one item (item 9) was pulled for separate consideration. The council later approved item 9, a resolution reappointing members to the SA Energy Acquisition Public Facility Corporation's board for terms commencing Feb. 1, 2025 and expiring Jan. 31, 2027.
A member of the public, Jack M. Finger, spoke during the meeting and asked the council to pull item 15 for deliberation; Finger urged the council to provide more information on the nature and financing of the La Ventana Apartments, which he described in his remarks as "welfare housing." Finger read language from the agenda materials indicating the development would include units tied to area median income (AMI) thresholds and said citizens would be interested in the financing structure.
During separate consideration of item 9, Councilmember Courage asked whether board members who become term limited would remain on the PFC or be replaced. The city attorney explained that when such transitions occur the council typically returns with a later resolution to appoint the then-current mayor or other recommended appointees to fill those seats. Councilmember Villagran asked whether the PFC bylaws require the mayor to sit on the board; the city attorney said the PFC's bylaws call for the CPS board appointments and that the mayor is specifically called to sit on that CPS board.
Councilmember Castillo and Councilmember White raised concerns about transparency for CPS Energy subcommittee discussions. Castillo said public commenters and a district appointee to the community input committee expect those subcommittee discussions to be public and accessible, while acknowledging that some topics may properly be handled in executive session when confidentiality is required. "These conversations... should be made public and accessible to the general public," Castillo said. White echoed the call for transparency, noting recent rate increases and the public interest in how utility decisions are made.
Mayor Ron Nirenberg responded to public concern about the mayoral seat on the PFC by publicly pledging that "there will be a peaceful transfer of power in the mayor's office after the election, and I will not be staying longer than what is constitutionally required." The council voted and the motion to approve item 9 carried; the record shows approval but no roll-call tally was stated in the meeting transcript.
Other items noted during consent highlights included an ordinance to execute a construction manager-at-risk contract for the historic Ella Austin Community Center (council members said the project needs more than $20,000,000 in improvements), a West College Link Trail project to connect area schools and St. Mary's University, approval of a contract with a consultant to update the Northeast Corridor plan, the appointment of Richard Gonzales to a DesiSis commission seat, and the order of the general election for May 3, 2025, with a runoff date of June 7, 2025. The council recessed for an executive session later in the morning under provisions of the Texas Government Code and reconvened with no official action taken in executive session.
