The California State Senate on the floor confirmed Francisco Silva as a member of the Health Facilities Financing Authority and adopted Senate Concurrent Resolution 3 commemorating the 50th anniversary of the federal Safe Drinking Water Act, following roll-call votes.
Senator Laird presented both items to the chamber. He asked members for an aye vote on Silva’s confirmation and introduced SCR 3, saying the state has made “significant progress” under the Safe Drinking Water Act while noting that “we still have work to do.”
The appointment: Francisco Silva, identified in the presentation as president and chief executive officer of the California Primary Care Association, was presented for confirmation to the Health Facilities Financing Authority. The floor record notes Silva was first appointed in 2020 and that the rules committee approved the appointment on Jan. 29. The roll call concluded with a tally reported from the floor: 28 ayes, 8 noes; the appointment was confirmed.
On SCR 3, Senator Laird asked the chamber to adopt a concurrent resolution commemorating the 50th anniversary of the federal Safe Drinking Water Act. Laird said the act was signed in 1974 and pointed to ongoing challenges including contaminants and the effects of climate change; he cited a figure from the presentation that “a million Californians” still face challenges obtaining safe drinking water and named contaminants under discussion such as microplastics and PFAs. The resolution was adopted by a voice-roll call with a recorded tally of 33 ayes and 0 noes.
Also on the floor, the Senate took up the special consent calendar items listed as Assembly Concurrent Resolution 7 and Assembly Concurrent Resolution 9. There was no request to take an item off the consent calendar; the chamber recorded an overall consent-calendar tally of 37 ayes and 0 noes and adopted the items.
There was no recorded debate on the floor for the confirmation vote nor for SCR 3 beyond Senator Laird’s presentations. The Senate recessed at the close of the session and noted its next floor session date on the record.
