The Fulshear Planning and Zoning Commission on Feb. 7, 2025, voted to recommend approval of the Fulshear Central final plat, adding a note that the developer must secure TxDOT access for Reserve A and that reserves be labeled on the face of the plat.
Commissioners spent the bulk of the discussion on access and labeling. A commissioner raised concerns that Reserve A did not show direct access on the plat and questioned whether access would come from FM 1093 or McKinnon. City staff said the developer has submitted conceptual plans and that the entrances along FM 1093 are shown in the developer's preliminary plan sets, including proposed decel lanes at the 1093 entrances. Staff also confirmed that TxDOT must approve curb cuts and that, if TxDOT declines access, the developer may be required to return to the commission and possibly replat.
Byron (city staff) told the commission that "without a specific regulatory criteria, that's not a reason to deny the plat, but it can certainly be made as a request." The commission agreed to add the requested note to the final plat requiring TxDOT-approved access to Reserve A as a condition of recommendation and to require labeling of reserves so future buyers and the public can see intended uses.
Commission discussion also covered whether reserves must be labeled as detention or commercial on the plat. Staff said labeling is not always required by the subdivision ordinance, but reserves that remain unrestricted often must be platted in more detail before permits are issued. Staff noted a pending development agreement that will further restrict future use of some reserves. The commission also discussed the possibility that parcels currently shown as reserves could later be replatted and sold to separate owners; staff referenced prior development practice in Cross Creek where parcels were later replatted for commercial buyers.
The commission moved and voted. The motion to recommend approval of the Fulshear Central final plat with the addition of a note requiring TxDOT access to Reserve A and requiring labeling of reserves was made by Miss Malveaux and seconded by Miss Berger. The motion carried.
The commission's action is a recommendation to the city council; final approvals and any required changes remain subject to TxDOT decisions and any subsequent council or staff review.
