Lubbock County Commissioner’s Court approved a series of routine financial actions, grant applications and service contracts during a regular meeting in January 2025.
The court voted to approve minutes from December 23, 2024, and January 13, 2025; authorize line-item transfers totaling $8,479,464; approve payments of claims of $6,399,788.84; accept the quarterly investment report for the quarter ending Sept. 30, 2024; and accept the county's unaudited monthly financial reports for November and December 2024. The court also accepted the IRS mileage rate of $0.70 per mile for county business, effective Jan. 1, 2025.
Other approvals included authorization for the county judge to execute a clinical affiliation agreement between Southern New Hampshire University and the Lubbock County Juvenile Justice Center; an Otis service and repair order and addendum to replace the door board on the north elevator at the Lubbock County Detention Center; and a memorandum of understanding between the Lubbock County Sheriff's Office and Shallowater Independent School District to provide mutual access and support as needed.
The court authorized submission of multiple grant applications and related documents: a state-funded BPU grant through the district attorney's office (100% state-funded; funds one prosecutor and one investigator assigned to a Texas anti-gang center); a Homeland Security grant application to purchase a hazardous-materials analyzer for the regional bomb squad; and a separate Homeland Security grant application for regional SWAT team equipment. The court authorized the county judge to sign and submit all necessary grant documentation for the homeland security applications.
The court approved participation in the Texas Department of Transportation County Assistance Program for fiscal year 2025, with an estimated payment of $28,047. It also approved a two-month rental agreement and addendum with Warren Cat for a dozer while the county's dozer is undergoing an approximately 10-week rebuild; facility staff said the rental amount is already budgeted as part of the rebuild cost.
As part of the consent agenda the court approved items numbered nine through 17 (no items were pulled for separate consideration). The court received a status report on county road projects and maintenance, including counts of open work orders across divisions (unpaid roads: 15; paved roads: 11; signs: 34; parks: 41; fleet maintenance: ~110).
All approvals were made by voice vote with the presiding judge calling for the question; the transcript records each action as passing by voice vote with "Aye" and "Motion carries." No roll-call tallies were recorded in the transcript.
The meeting concluded with a notice that a quorum of the court may attend the United Way annual meeting and volunteer recognition luncheon and with the court reserving the right to adjourn into executive session under provisions of the Texas Government Code related to legal consultation, real property, gifts and donations, personnel, security and economic development negotiations.
