The Benbrook City Council on Jan. 2 approved an interlocal agreement with Tarrant County for the fiscal year 2024-25 asphalt overlay program and awarded multiple contracts covering milling, reclaim, overlay and striping as part of the city’s annual street maintenance program.
The interlocal agreement with Tarrant County covers the city’s overlay work for fiscal year 2024-25 and applies to about 2.43 miles of roadway, staff said. Bennett Howell, a staff member, described the program as the city’s annual overlay effort and noted the county provides labor while the city pays for asphalt.
Staff said the program this year will work primarily in the northeast corner of the city, with streets listed on the project map including sections from Chapin and Williams to Westerly and Llano. Councilmembers were told the program, taken together, will cover roughly 8.4 miles of overlay on this contract and nearly 11 miles of work across all related contracts for the year.
Council approved a series of individual contracts to implement the program. The council unanimously approved the following motions (motions and dollar amounts are taken from the meeting record):
- Approval of the interlocal agreement with Tarrant County for the fiscal year 2024-25 asphalt overlay program (motion by Dr. Marshall; second by Mr. Kenner). The staff presentation noted the specific overlay work covered about 2.43 miles.
- Award a milling contract to TEXOP Construction LP for $102,144 (motion by Mr. Addison; second by Miss Franklin).
- Award an asphalt contract to Austin Asphalt for $432,776; the price includes transporting the asphalt from the supplier’s plant (motion by Dr. Marshall; second by Mrs. Mackey).
- Award a reclaim contract to Texas Bid (staff referred to the bidder as "Texas Bid" during the presentation) for $743,161.60 as stated by staff; during the motion the amount was recorded in the meeting as $743,181.60 (motion by Mr. Tyner; second by Mr. Edison). Staff described the reclaim process as a full-depth rebuild and said the Williams Road section from Chapin to Llano will be rebuilt because of recent utility work. Council was told the reclaim work on a given street is expected to take about a month but will be staged so traffic remains open in portions.
- Award milling and striping contracts to Texas Bid; the motion listed the amount as $608,480.90 (motion by Dr. Marshall; second by Miss Franklin). Earlier in the staff presentation a figure that sounded like "$1,088.90" was spoken when staff described the recommendation, and the council motion used $608,480.90; the record contains this discrepancy.
- Award an overlay contract to Texas Bid; the amount stated in the motion was recorded as $2,093.84 in the meeting record, with earlier staff remarks giving a different formatting for that same number. The staff presentation said the overlay area covered roughly 8.4 miles and described this as the final contract in this year’s street maintenance program (motion by Miss Franklin; second by Mr. Tyner).
Council discussion was brief. A councilmember asked whether the city has used the listed contractors before; staff answered the city has used the contractors in prior years under interlocal agreements. A councilmember asked how long residents should expect a disruption for the reclaim work; a staff member replied the work would probably take about a month for a given section but crews stage work so there is not a complete closure for the whole corridor.
All motions on the street maintenance items carried unanimously. The meeting record shows no public comments were made on these agenda items; the public-comment period had no speakers in attendance.
Staff noted the work flows from the city’s capital improvement plan and is timed to follow utility work so newly paved streets will not be re-opened by utility digs. The staff presentation mentioned coordination with Pembroke Water Authority and Atmos as utilities working in the area.
