The site includes a large gas line that required plan revisions and a water line relocation. Staff also reported the site sits on an historic dumping area; excavation is roughly 50% complete and crews have found substantial material that must be tested and properly disposed of, which affects schedule and cost certainty.

Staff told the council they are working with the oversight committee and the architect to identify value‑engineering opportunities and will present options after rebids expected in February. The city targets a fall 2025 completion if the project proceeds on schedule and rebids come in favorably; staff cautioned timelines remain subject to the outcome of upcoming bids and site remediation.
