The San Francisco Board of Supervisors Rules Committee voted Jan. 13 to recommend an ordinance that would extend the Cannabis Oversight Committee sunset date from Jan. 1, 2025, to Jan. 1, 2027, and make the extension retroactive to Jan. 1, 2025.
President Mandelmann, who introduced the ordinance to the committee, said the oversight panel "has played an important role in helping inform the work of the Office of Cannabis" and recommended giving the committee "a couple more years" to continue its work. He described the measure as "a pretty simple ordinance, I believe." The ordinance would keep the advisory body that issues recommendations on grant priorities for equity operators, convenes city representatives and industry professionals, and weighs in on local and statewide cannabis issues.
Mandelmann traced the committee's origin to 2018, when then-Supervisor Sandra Lee Fewer introduced legislation establishing the panel, and noted the board extended its sunset in 2021 through legislation introduced by Supervisor Connie Chan. He said committee members and staff believe the panel continues to provide useful oversight on topics including temporary cannabis events, regulation, and addressing illicit markets. Nikesh Patel, director of the Office of Cannabis, was present to answer questions but offered no comments during the committee discussion.
No members of the public spoke on the ordinance. Chair Supervisor Walton moved to forward the item to the full Board with a recommendation. The committee recorded Supervisor Dorsey as "aye," Supervisor Chen as "aye," and Chair Walton as "aye." The motion passed without objection and will be scheduled for the full Board of Supervisors agenda of Jan. 28, 2025, unless otherwise noted by the clerk.
The ordinance text presented to the committee did not specify additional funding or changes to the committee's membership rules; those details were not discussed during the meeting and are listed as not specified in the file.
