The Overland Park City Council on Jan. 13 held a public hearing and approved Resolution 4998 to submit the Community Development Block Grant (CDBG) 2025–2029 consolidated plan and the 2025 annual action plan to the U.S. Department of Housing and Urban Development (HUD).
City staff member Erin told the council the consolidated plan “outlines priorities for the CDBG program for 5 years,” and said the annual action plan “defines how the city plans to spend our $700,000 of anticipated funding for CDBG each year.” As required by the city’s citizen participation plan, staff published the proposed plans for a 30‑day public review period from Nov. 27 to Dec. 31; Erin said the city received no public comments during that period. The council opened the hearing for public comment, heard none, and closed the hearing before voting.
The plans were developed in 2024 with outreach that included a community needs assessment survey, two open houses, a Spanish‑language listening session, and an application round for nonprofit and partner organizations. Staff presented applicant recommendations to the CDBG advisory committee in August and the committee’s recommendations were later presented to the Community Development Committee and included in the council packet.
Councilmember Healy moved approval; the council approved Resolution 4998 during a roll call vote. The council’s action directs city staff to submit the consolidated plan and the action plan to HUD for final approval. No substantive public comments were recorded at the hearing.
The annual action plan specifies proposed program priorities and funding allocations for HUD’s CDBG program for federal fiscal year 2025. HUD must review and accept the submitted plans before funds can be disbursed under the federal program.
