The Collierville Board of Mayor and Aldermen voted unanimously Jan. 13 to amend the town’s fiscal year 2025 general fund budget and award a construction contract to repair electrical systems at WC Johnson Park and H.W. Cox Park.
Town budget officer JP Spas described the budget amendment as a request to appropriate funds from the general fund unassigned fund balance for “various electrical repairs at Johnson and Cox Park.” The transcript does not specify the amendment amount.
The board then approved a contract for the electrical repairs and upgrades to Wagner General Contractors for bid TC‑2025‑22 in the amount of $194,534, including add alternates 1–4. Public Works Director Josh Russell told the board the work covers repairs to field lights, replacement of direct‑buried cable, and surge protection; alternate bid items would repair a fountain and lights at the splash park and make repairs at a second sports field. Russell said lightning strikes and the lack of surge protection have been the primary cause of repeated outages and failures.
“Lightning has caused, from what I’m understanding, the lightning — there’s no surge protection at either park, and it’s caused a lot of issues,” Russell said.
Board members asked whether the surge protection would remain useful if planned restroom renovations proceed; Russell said the surge protectors are being installed in the electrical panels and that he would follow up with a definitive answer. The board clarified during the motion which alternates were included; the approved motion explicitly included alternates 1 through 4. The roll call recorded Alderman Marshall, Alderman Stamps, Alderman Robbins and Mayor Maureen Frazier voting yes.
The budget amendment preceded the contract award on the same topic. Town staff said the repairs were unanticipated and described them as an immediate need. No public comment was recorded on this agenda item.
The contract award and the budget amendment are final actions taken by the board at the meeting; staff said they will follow up with additional details about how the surge protection will interface with planned park renovations.
