The Collierville Board of Mayor and Aldermen voted Jan. 13 to approve a development agreement for The Villages at Porter Farms planned development, phase 26, allowing two single‑family lots east of Shea Road and south of Winchester Boulevard.
Tim Beards, senior civil engineer, said the agreement covers two lots and that the town typically requires frontage improvements when subdivisions are developed. Beards told the board the performance security for this project is $7,500. John McCarty of Granbury Engineering, representing the applicant Porter Construction LLC, said the applicant intends to plat two lots so a single house can be built while reserving full Winchester Boulevard improvements until the larger subdivision is developed. “The goal here is just to have a large estate lot,” McCarty said, explaining that when the larger subdivision is later developed, the town wants the road work done in full rather than piecemeal. He said the plat language ties each lot to the obligation so that, when the subdivision moves forward, whoever owns the lots at that time would participate in completing the road improvements.
Board members questioned whether the requirement leaves an open timeline for improvements and how the town would ensure a future owner could finance required frontage work; McCarty said the town’s plat language and standard title searches would make the obligation known and that development could be delayed if a future owner declined to pay.
Staff recommended approval, finding the request would not have an adverse impact on adjacent parcels; Beards explained existing culverts and drainage on nearby properties provide capacity to handle the site’s runoff. The board approved the development agreement on a unanimous roll call: Alderman Marshall, Alderman Stamps, Alderman Robbins and Mayor Maureen Frazier voted yes.
