Justin Garcia, chief financial and operating officer for Marion County Community Corrections, presented a proposed fifth amendment to the county’s contract with Rapid Financial Solutions for financial/debit‑card services used by residents at the Duval Residence Center.
Garcia said the contract with Rapid Financial Solutions began in 2019. He initially requested an additional $50,000 to continue services, then acknowledged that staff may not need the full $50,000 and proposed reducing the requested addition to $25,000. Garcia and County counsel discussed activation fees and card counts: activation fees are $5.95 per card (boxes arrive with 250 cards) and there are roughly 120 current residents at DRC.
County counsel moved edits to the amendment language to replace a $50,000 figure with $25,000 and to lower the contract’s not‑to‑exceed (NTE) amount from $75,000 to $50,000. The board voted to approve those edits and, immediately thereafter, voted to approve the full amendment with those corrections.
After other agenda items, a board member who had drafted the amendment raised a later clarification: the third amendment to this contract had already raised the NTE to $50,000, so the proposed changes and the new arithmetic did not match the contract’s current state. Following that clarification, staff said they would re‑examine the numbers and bring the amendment back to the next board meeting.
