Yoon Kim, Collin County Administrator, reported to Commissioners Court that the county has filled all advertised housekeeping positions and is implementing operational changes aimed at improving cleanliness across county facilities.
"All positions for housekeeping have been filled," Kim said, and provided details on staffing and process changes the facilities team is implementing to improve cleanliness and responsiveness to service requests.
Why it matters: the Collin County courthouse and administration building receive consistent public traffic — including jurors and people seeking records — and commissioners said improved housekeeping and clearer service-ticketing will support public-facing operations.

- Staffing: Kim said 19 full-time housekeeping day-porter positions, six part-time positions and two full-time day-porter supervisor positions are filled. The positions were first created in October 2021 and a second batch established in January 2022; three full-time positions were split into six part-time roles in September 2024.
- Remaining vacancies and recruitment: Kim said two master-plumber positions and a maintenance specialist remain open and that recruitment efforts will expand to Grayson, Dallas and Denton counties.
- Cleaning and quality controls: Kim said the county launched a facilities survey on the employee intranet in December 2024 and that staff have implemented deep cleaning of carpet and tile in the courthouse, new daily trash service for the judge's chambers beginning Jan. 13, and plans to expand trash service to five days a week. He said staff have introduced cleaning logs that note time and date and that staff will sign off on standard checks for high-traffic areas and restrooms.
- Service-ticket improvements: Kim said the county is streamlining the process to create service tickets (building, contact, door number, urgency and description) so that a phone call from a department head or stakeholder can be documented and addressed quickly.
Kim commended Ricky Thomas, the new facilities superintendent, and facilities staff for implementing the improvements. "He's been here less than 90 days. He's been really, just really, crucial to the developments," Kim said. Facilities Director Mr. Monk was present for additional questions; none were raised by the court.
