Commissioner Williams reported to Collin County Commissioners Court that the Regional Transportation Council (RTC) discussed a measure, House Bill 1288, that would eliminate a 10% cap on discretionary allocations currently controlled by the Texas Transportation Commission, giving that commission more discretion over where dollars are spent.
"This legislation would eliminate that 10% cap so that the transportation commission would have a lot more control over where those dollars were spent across the state," Williams said. He told the court the RTC "is not in favor of it either."
Why it matters: the county and the region rely in part on formula funding to support local transportation projects; changes that give the statewide commission more discretion could divert funds away from formula allocations that historically benefited the region.
Other RTC items discussed
- Williams described a new traveler-information release called the 511 DFW traveler information system, an app aimed at agency and public users for roadside information and historic performance on regional roads. Williams said the app is not intended to compete with services such as Waze but to provide roadside assistance information for agencies and the public.
