The Dublin City Council on Jan. 27 accepted the city staff recommendation to award the Dublin Community Recreation Center (DCRC) Phase 1 renovation to Resili Construction after a public bid opening and evaluation.

Staff reported that 11 bids were received for the project, which focuses on renovating the teen and senior lounge areas and enclosing an outdoor patio to expand indoor teen space. Resili Construction’s base bid was reported as $1,169,292. Robertson Construction submitted a lower bid by approximately $20,292, but staff evaluated schedule and prior performance and determined Resili’s proposed schedule would shorten disruption to programming by about six weeks. Staff recommended and council approved Resili as the "lowest and best" bidder based on the overall evaluation criteria.

The council roll call on the resolution accepting the bid was unanimous. Staff noted funding sources for the broader rec center work include ARPA funds and the capital budget; future phases will be brought to council for consideration and possible encumbrance of funds this fiscal year.

Consultants attending the meeting included Keith Hall (MSA Sport) and Don McCarthy (McCarthy Consulting). Council members asked for clearer public communications to rec center users about this phase and timelines for subsequent phases; staff said future phase proposals will come forward with schedule and funding information.

No dissenting votes were recorded on the acceptance of the staff recommendation. The project will proceed to contracting steps and a construction schedule consistent with the awarded bid.
